Job Description

The Clinical Specialist - Regulatory provides healthcare regulatory expertise directly to the client and the Yellow Brick project team. This role provides relevant experience and expertise with regulations and standards to help ensure facilities comply with local, state, and federal regulations. Working closely with the client and assigned Yellow Brick team members, the Regulatory Specialist oversees regulatory requirements and supports the team. The Regulatory Specialist encourages growth among team members and provides opportunities for professional development.

Job Responsibility

  • Ensure adherence to local, state, and federal regulations, including safety codes and healthcare-specific standards, and provides relevant knowledge, experience, and expertise to Yellow Brick core team and clients
  • Serve as an advisor and provide expert guidance on healthcare regulations, standards, and best practices to improve compliance, patient safety, quality of care, and efficiency
  • Lead complex, high-profile and/or high-risk healthcare facility regulatory projects successfully
  • Research regulatory requirements on topics and concerns raised by the Yellow Brick team and project teams and provide regulatory requirements and recommendations for compliance
  • Develop and implement compliance plans, licensing plans, regulatory strategies, and training programs for healthcare staff
  • Coordinate, lead, and participate in Mock Surveys, Human Resources file audits, Medical Staff file audits, document reviews of Policies & Procedures, Scopes of Services and other key documents, and formal review/comment of project design plans for regulatory and compliance issues identification
  • Independently lead the planning and execution of multiple healthcare facility transitions and activation regulatory projects, including new facility openings, expansions, relocations, and renovations
  • Manage project budgets and forecast each month's project hours and expenses, proactively managing peak resource use and distributing across multiple months as appropriate
  • Develop and manage comprehensive project plans, timelines, and schedules related to the project, existing work, and resources at Yellow Brick and coordinate updates based on competing priorities
  • Track and submit project deliverables, ensuring deliverables adhere to quality standards and contractual timeframes
  • Support events and project activities such as Tabletop exercises, workflow planning, Dress Rehearsals, and patient moves
  • Identify licensing and regulatory activities/actions required for each project, including initial licensing requests for new buildings/spaces/services, bed additions/deletions or suspensions, changes of use/services/spaces, relocations, closures, expansions/additions to services, reports of changes, change of ownership, and change of administrators
  • Assemble and review pertinent Regulatory Resource Materials for projects, including Title 22, Title 24 CA Uniform Building Code, TJC Accreditation standards, CDPH All Facilities Letters, AAAHC, CAP, AAMI, ASHRAE, ANSI, and CMS Conditions of Participation
  • Serve as a Subject Matter Expert (SME) for regulatory requirements related to specialty services/service lines and other health industry standards
  • Identify potential regulatory compliance risks/issues and provide recommendations for mitigation strategies
  • Identify best regulatory practices in the industry and share them with Yellow Brick and project teams
  • Work collaboratively with Yellow Brick project teams to identify project risks/concerns and recommend solutions
  • Track project work and provide a summary of work completed, project risks/concerns, recommended responses, and future project goals for the monthly summary
  • Contribute to the development of project deliverables per the contract
  • Maintain confidentiality with Yellow Brick and CannonDesign property, tools, methods, and company information
  • Able to lead teams with a variety of disciplines and backgrounds

Requirements

  • Bachelor's degree or equivalent expertise and experience in the industry required
  • Significant years of industry experience required
  • Familiarity with regulatory agencies and industry standards such as AIA, ACHE, ASHE, TJC, CDPH, HCAi, CMS, AAMI, and AAAHC required
  • Experience with large projects within the healthcare industry preferred
  • Proficiency in Outlook, Word, Excel, PowerPoint, and Smartsheet
  • Knowledge of Visio and Access
  • Critical thinking and problem-solving skills
  • Ability to work effectively as a leader, team player, and independently
  • Ability to develop and maintain effective relationships with clients and team members
  • Ability to remain in a stationary position for up to 80% of the workday and be ambulatory for up to 90% of the workday when onsite for mock surveys
