This position is starting from the EARLY-WORK-NTP phase sanction with the possibility to continue to the EPSCC phase until the completion of the Development phase including Project close-out. The job holder will coordinate the construction activities within the facility during the Early works and during the main construction phase. This includes overseeing: High Voltage Overhead Line relocation, including installation/construction of new 110kV pylons; Road access and Site Early work; Site CPF and BVS Civil work activities; TSF and TCF land preparation; Onshore Pipeline construction.
Job Responsibility:
Supervise daily construction activities to ensure adherence to schedule, technical requirements, and safety protocols
Ensure proper planning and effective execution of all assigned civil works
Monitor workforce productivity and adjust resources, crew assignments, and equipment as needed to meet progress milestones
Conduct routine inspections of ongoing and completed works to verify compliance with project specifications, drawings, and quality standards
Coordinate and control early-stage works (primarily civil and earthworks)
Perform regular site inspections, risk assessments, and toolbox talks to maintain compliance with health, safety, and environmental regulations
Identify potential technical or safety risks in construction proposals and assist in implementing mitigation plans
Ensure geotechnical risks and regulatory constraints are properly managed throughout the project lifecycle
Uphold and enforce quality control measures aligned with project standards and applicable Azerbaijan regulations, codes, and industry practices
Apply and promote Client standards and requirements (when relevant)
Coordinate construction activities with engineering teams, contractors, subcontractors, and other project stakeholders
Participate in internal and external project meetings to report progress, issues, and proposed solutions
Ensure clear communication and effective alignment across all parties involved in the civil works scope
Track project progress, identify deviations, and implement corrective actions to stay within schedule
Prepare and provide regular progress reports, highlighting achievements, constraints, and forecasted timelines
Ensure subcontractor compliance and performance through continuous follow-up in accordance with the company’s Project Execution Model
Provide strong field leadership to maintain high performance, motivation, and team cohesion
Offer technical guidance to ensure construction procedures and standards are consistently followed
Promote a culture of continuous improvement, safety excellence, and high-quality execution
Comply with the Activities described within the HSE Management System
Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
Know responsibilities to environmental issues in the work areas
Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task
Follow HSE instructions given by Managers and supervisory personnel
Assure of the safety of his work site before commencing work
Take the necessary measures to avert the immediate threat of danger

Report any anomaly, abnormal conditions and near miss to supervisor
Participate actively in HSE meetings, safety talks, toolboxes, training sessions and drills
Co-operate actively in the execution of the HSE plans
Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor
Requirements:
Engineer/Master Civil Engineering degree or other relevant and recognized qualification
5+ years proven experience in major Civil project, Onshore large project
Civil work background is key
Proven Civil work project developments knowledge and experience
Ability to coordinate the Onshore construction phase (Civil, excavation, roads, drainage, pavements, carparks, stormwater, Structure and ME&I)
Eye for detail, quality assurance and analytical working are paramount for this key role
Requires team spirit with ability to work closely with various stakeholders including diverse international teams, vendors & subs, affiliates, HQ, etc
Must have at least five (5) years of experience in a similar position
