Job Description

We are looking for an accomplished Chief Financial Officer to provide strategic financial leadership for a public sector organization in Portland, Oregon. This Long-term Contract position is ideal for a senior finance executive who brings deep experience guiding complex budgeting, fiscal planning, and financial stewardship within government or municipal environments. The successful candidate will combine sound judgment with a collaborative, forward-thinking leadership style and a strong commitment to mission-driven work.

Job Responsibility

  • Lead enterprise-level financial planning and direct the development, refinement, and oversight of a large, multifaceted budget
  • Provide executive guidance on fiscal strategy, capital planning, cash flow management, and overall financial performance
  • Oversee core finance functions, including financial reporting, month-end close activities, and budget review processes
  • Partner with senior leadership to align financial priorities with organizational goals and support informed decision-making
  • Manage and mentor key finance leaders, including the Controller, the Director of Financial Analytics, and the Risk and Treasury Manager
  • Strengthen financial controls, reporting practices, and administrative processes to support accountability and operational efficiency
  • Evaluate business systems and financial tools to improve analysis, reporting accuracy, and the effectiveness of finance operations
  • Support public sector compliance expectations and maintain sound financial practices in a government or municipal setting

Requirements

  • 12 to 14 years of progressive finance leadership experience, including several years in a Chief Financial Officer or similarly senior executive role
  • Demonstrated background in public sector finance, with experience supporting government or municipal organizations
  • Proven success overseeing large, complex budgets, including budget development, analysis, and executive-level review
  • Strong expertise in cash flow analysis, capital management, month-end close, and financial reporting
  • Experience leading senior finance professionals and operating effectively with a high degree of accountability and influence
  • Proficiency with Microsoft Office applications and comfort working across business systems and financial platforms
  • Collaborative, proactive, and emotionally intelligent leadership approach with strong communication and relationship-building skills
