Reporting to the Mayor, the Chief Administrative and Financial Officer (CAFO) oversees the City’s administrative and financial operations and supports all city departments. The CAFO provides strategic leadership in budgeting, financial management, collective bargaining, purchasing, and policy implementation in accordance with city ordinances, the city Charter, and Massachusetts General Laws.
Job Responsibility:

Serve as a key advisor to the Mayor and City Council, providing financial and managerial analysis, preparing reports and projections, and supporting informed policy decisions
Lead the development of the city’s annual operating and capital budgets
Oversee financial systems and controls across all departments and ensure compliance with state and federal laws
Supervise financial department heads and administrative staff
Coordinate interdepartmental initiatives and support effective problem-solving throughout the organization
Participate in labor negotiations
Oversee procurement activities
Monitor legislative impacts
Assist with long-range strategic planning
Requirements:
Extensive municipal management experience
Strong financial and analytical skills
High ethical standards
Ability to communicate effectively with officials, staff, and the public
