Lead Jamaica’s National Recovery. Build Back Better. Secure the Future. The CEO is the Department’s principal executive, responsible for providing strategic leadership, operational command, and fiduciary oversight of Jamaica’s national reconstruction and resilience programme. Reporting to the Prime Minister through the Cabinet Secretary, the CEO will lead a multidisciplinary executive team and oversee a complex, multi-billion-dollar reconstruction portfolio spanning infrastructure, housing, public services, and community recovery, while ensuring transparency, value for money, and measurable national impact.
Job Responsibility:
Provide national leadership on reconstruction strategy, resilience standards, and climate-adaptation priorities
Translate Cabinet policy into executable, results-driven programmes
Direct large-scale, multi-sector reconstruction portfolios with high risk, cost, schedule, and quality controls
Ensure sound financial stewardship, donor compliance, and transparent fund management
Oversee public procurement, contract management, and supplier performance at scale
Lead crisis response and surge operations during disaster events
Represent NaRRD at the highest levels—Cabinet, Parliament, development partners, the private sector, and communities
Champion digital platforms, open data, monitoring & evaluation, and public accountability
Build and lead a high-performance, integrity-driven organisation capable of rapid national mobilisation
Requirements:
A Master’s degree in Engineering, Public Policy, Economics, Construction Management, Disaster Risk Management, Business Administration, or a related field
12–15 years of senior leadership experience in large-scale infrastructure, reconstruction, disaster recovery, public investment, or development programmes
Proven experience managing complex, high-value portfolios at the national or international level
Proven engagement with multilateral development banks, donors, or major government programmes
Extensive expertise in public financial management, procurement, risk governance, and programme delivery
Nice to have:
Experience in crisis leadership, emergency coordination, or surge operations is a valuable asset
