Job Description

The Chief Enterprise Systems Officer (CESO) at the Controller’s Office (CON) is an outcome-driven senior technology executive. This position serves as the leader for all enterprise-wide systems within the City and County of San Francisco (the City) and will drive a cohesive vision for multiple citywide enterprise systems that include core Enterprise Resource Planning (ERP) systems, the City’s financial and personnel system of record. Core duties include strategy development, design, implementation, maintenance, modernization and optimization of critical business applications. The CESO ensures that system applications align with Controller’s Office goals and operate efficiently across different departments, while managing system integrations, security, and compliance with government regulations.

Job Responsibility

  • Assessing the current ERP system landscape and identifying areas for improvement and modernization
  • Developing and executing a comprehensive short- and long-term enterprise systems strategy aligned with the Controller’s business objectives and key citywide initiatives
  • Identifying technological trends and opportunities to leverage for business advantage
  • Rationalizing the application portfolio and suggesting possible retirement and consolidation road maps for duplicate and redundant enterprise applications
  • Collaborating with the City Services Auditor City Performance team to maximize the effectiveness of Citywide ERP systems, incorporating departments’ ancillary systems
  • Managing current ERP system upgrades, updates, and patches to ensure optimal performance and security
  • Monitoring system performance and addressing any issues or bottlenecks
  • Overseeing both functional and technical aspects of the implementation of new enterprise applications (On-Premises and/or Cloud-SaaS) if necessary, including project management, vendor selection, and change management
  • Ensuring seamless integration between different enterprise systems to facilitate data sharing and to streamline end-to-end business processes involving all financial, accounting, procurement, personnel and payroll data
  • Establishing data governance policies to maintain data quality and integrity across systems
  • Implementing robust security measures to protect sensitive data and prevent cyber threats
  • Developing and executing a robust, proactive risk assessment and subsequent disaster preparedness and recovery plan
  • Ensuring compliance with relevant industry regulations and data privacy standards
  • Negotiating contracts and managing relationships with software vendors to optimize costs and service delivery

Requirements

  • Possession of a baccalaureate degree from an accredited college or university with major college coursework in information technology, business or public administration, or a related field
  • Six (6) years of experience in a technology and cross-functional leadership role managing critical operations and/or implementing large-scale projects with broad organizational impact
  • All of which must include supervision of professional staff
  • Experience must include: Directing complex system implementation and integration initiatives involving crossfunctional teams and broad stakeholder engagement
  • Extensive experience in project governance and operational management

  • Understanding of business processes and ability to translate stakeholder business needs into technical solutions
  • Extensive stakeholder engagement experience, and the strong ability to effectively present to City leadership and the public, through excellent verbal and written communication
  • Thorough knowledge of city/county government operations such as budgets, resource management, HR processes, and labor bargaining union rules
  • Strong knowledge of various software platforms, databases, and network infrastructure with ability to conduct technological analyses and research, such as experience with enterprise systems architecture, including ERP, CRM, SCM, data warehousing, and ITIL
