Be responsible for managing the contracts in such areas as payments, variations, insurance, claims, disputes, etc.; Report to the TL; To manage the civil contracts under the contract scheme of ADB; To manage railway systems and rolling stock and Depot Equipment contracts under the contract scheme of ADB/other development partner; Assist the TL in reviewing/examining/receiving, and evaluating All submittals related to contractual requirements during the Contractor(s)’ mobilisation period; Examine the Contractor(s)’ claims and disputes by the subject contract during the implementation and taking-over period; The Contractor(s)’ proposal of Value Engineering, Variations, Contractor(s)’ Claims and determine the Adjustments for Changes of Cost, according to the Contract documents; Monitor the Contractor(s)' compliance concerning insurance, bond obligations, labour and tax laws and reports on any breach of contract by the Contractor(s) to the Client and Assist the Employer in bidding for packages for which the Engineering Design Consultant's assistance is unavailable

Requirements

  • Master’s degree in engineering, construction, other related fields/Law or related fields such as dispute resolution, international arbitration, and contract Management
  • Having professional qualification as a construction contract manager (such as FIDIC certified contract manager)
  • Must have proficiency in English
  • 15 years of professional experience in construction contract management, with 10 years of experience as lead or senior contract and claims manager/administrator on international construction/ infrastructure contracts (preferably FIDIC Red and Yellow Book), and 2 years of work experience in outside Expert’s country
  • Having work experience in a relevant field, including one metro/railway systems/ infrastructure project of a similarly large scale
  • Having experience working on projects financed by any multilateral development partner/bank

  • Prepares all required shipping documents for data input to CMOS/GATES, assigns Transportation Control Numbers, produces labels, issues truck manifest for general/hazardous cargo and Maintains Manifest logs
  • Uses automated computer systems to process and document to accurately input the Transportation Control Numbers, Transportation Accounting Codes, consignor and consignee codes and other essential transportation data into CMOS, GATES or IBS
  • Inspects Hazardous Materials to ensure proper packaging, marking, labeling, documentation and certification in accordance with applicable Dangerous Goods Regulations (AFMAN 24-604, 49 Code of Federal Regulation, International Air Transport Association (IATA) and International Maritime Dangerous Goods (IMDG)
  • Inspects, accepts and inventories all incoming freight and containers for overages, shortages and damage before acceptance. When required, initiate and complete DD Form 361, Transportation Discrepancy Report (TDR)
