Job Description

This role is critical in ensuring compliance with prevailing wage laws and government contract requirements. The Certified Payroll Specialist will be responsible for processing multi-state, prevailing wage payroll and preparing certified payroll reports in compliance with federal, state, and public works regulations. This position works closely with Project Managers, HR, and Accounting to ensure accurate reporting and timely payroll processing.

Job Responsibility

  • Process weekly payroll for field employees (prevailing wage and union payroll)
  • Prepare and submit certified payroll reports (CPR) in compliance with DIR and federal requirements
  • Ensure compliance with Davis-Bacon Act and California prevailing wage laws
  • Maintain accurate records of wage determinations, fringe benefits, and classifications
  • Reconcile union benefit reports and remit union dues
  • Prepare and submit EDD, quarterly payroll tax filings, and other compliance reports
  • Audit timesheets for accuracy and proper job coding
  • Assist with labor compliance audits and documentation requests
  • Maintain employee payroll files and confidentiality

Requirements

  • 3+ years of certified payroll experience in the construction industry
  • Strong knowledge of California prevailing wage laws and DIR reporting
  • Experience with public works and government-funded projects
  • Familiarity with union payroll reporting and fringe benefit calculations
  • Experience with payroll systems (ADP, Paychex, Foundation, Sage 300 CRE, or similar)
  • Strong Excel skills
  • High level of accuracy and attention to detail
  • Ability to meet strict payroll deadlines
