We are seeking an experienced Construction Officer Level 3 to support civil, electrical, and/or mechanical construction projects in the utility sector. This role acts as the on-site construction coordinator and inspector, ensuring work is completed safely, efficiently, on schedule, and in compliance with project specifications, regulatory requirements, and contract obligations. The successful candidate will work closely with contractors, internal stakeholders, and field teams to oversee construction activities on substations, transmission lines, hydroelectric facilities, and related infrastructure projects.
Job Responsibility
Coordinate and inspect construction activities on multiple or large-scale civil, electrical, and/or mechanical projects
Ensure construction work, materials, progress, and costs meet project expectations and contractual requirements
Monitor contractor performance and ensure compliance with safety standards, quality requirements, and project schedules
Conduct Safe Work Observations and promote a strong safety culture on-site
Ensure work is performed in accordance with Occupational Safety and Health (OSH) standards and WorkSafe regulations
Review and interpret engineering drawings, specifications, and construction documentation
Support or coordinate field testing, surveying, estimating, and commissioning activities
Assist with contract administration, including interpretation, negotiation, and management of construction contracts
Provide technical guidance and field support to contractors and project teams
Respond to construction-related inquiries from internal stakeholders and third parties in a professional manner
Support project implementation in potentially adverse weather conditions, at heights, or in underground environments as required
Requirements
Minimum seven (7) years of construction experience or equivalent
Diploma in Civil, Electrical, or Mechanical Technology from an Institute of Technology, relevant trades apprenticeship, or equivalent combination of education and experience
Additional training in contract law
Previous experience in a supervisory, foreperson, or construction leadership role
Strong ability to interpret, negotiate, and administer construction contracts
Excellent understanding of construction methods, inspection procedures, and safety regulations
Valid Class 5 Driver’s License in good standing
Must possess and maintain a reliable personal vehicle for travel to site
Strong verbal and written communication skills

Previous utility industry experience, preferably with substations, transmission, or hydroelectric projects
Experience working on BC Hydro or other utility infrastructure projects
