Rotorua Lakes Council is seeking an experienced and forward-thinking Capital Programmes Manager to help shape the future of our district’s essential water infrastructure. This role is central to delivering our multi-year programme of renewals, upgrades and growth projects, with an annual budget of approximately $20M. You will play a key part in ensuring the resilience, reliability and long-term performance of Rotorua’s stormwater, wastewater and water supply networks.
Job Responsibility:
Lead a talented team and oversee the full lifecycle of capital project delivery
Develop strong, evidence-based business cases
Coordinate detailed design
Manage consultants and contractors
Navigate consenting processes
Ensure procurement and contract management are carried out efficiently and effectively
Take responsibility for programme budgets, risk management, health and safety, and engagement with the community and key stakeholders
Maintain high-quality asset data and use system performance insights to guide future investment decisions
Work closely with Operations and Planning teams to ensure programmes are well informed and aligned with organisational priorities
Requirements:
Bachelor’s degree in civil or environmental engineering or a related field
At least five years of experience delivering capital programmes of similar scale
Highly skilled in project and contract management
Strong problem-solving abilities
Excellent communication skills
Sound professional judgement

Knowledge of local government processes
Experience with water services operations or asset management
