Job Description:

Rotorua Lakes Council is seeking an experienced and forward-thinking Capital Programmes Manager to help shape the future of our district’s essential water infrastructure. This role is central to delivering our multi-year programme of renewals, upgrades and growth projects, with an annual budget of approximately $20M. You will play a key part in ensuring the resilience, reliability and long-term performance of Rotorua’s stormwater, wastewater and water supply networks.

Job Responsibility:

  • Lead a talented team and oversee the full lifecycle of capital project delivery
  • Develop strong, evidence-based business cases
  • Coordinate detailed design
  • Manage consultants and contractors
  • Navigate consenting processes
  • Ensure procurement and contract management are carried out efficiently and effectively
  • Take responsibility for programme budgets, risk management, health and safety, and engagement with the community and key stakeholders
  • Maintain high-quality asset data and use system performance insights to guide future investment decisions
  • Work closely with Operations and Planning teams to ensure programmes are well informed and aligned with organisational priorities

Requirements:

  • Bachelor’s degree in civil or environmental engineering or a related field
  • At least five years of experience delivering capital programmes of similar scale
  • Highly skilled in project and contract management
  • Strong problem-solving abilities
  • Excellent communication skills
  • Sound professional judgement

Nice to have:

  • Knowledge of local government processes
  • Experience with water services operations or asset management
  • Appreciation of Māori values
  • Working knowledge of tikanga Māori
  • Ability to speak te reo Māori
