Job Description

JLL’s regional Programme Management vertical are looking for a Capital Planning Manager. This role is responsible for delivering capital planning services to an Industrial Sector Client. The role is responsible for building, maintaining and reporting against a multiyear capital plan. This will include managing the technology platform, overall capital planning process management, monitoring data quality, stakeholder reporting, project prioritization and strategic advisory.

Job Responsibility

  • Manage the tactical building of multi-year real estate capital plans, while strategically advising clients on the management, performance, and utilization of their plan
  • Leverage experience in cost estimating and financial forecasting along with schedule management, facilities management and construction project management to identify areas of opportunity for clients to save time, money, resources and reduce risk
  • Manage and analyze Client data to generate insights such as opportunities for bundling, strategic sourcing, scenario planning and prioritization recommendations
  • Leverage JLL’s Capital Planning technology suite, managing accuracy, and flow of accurate data to create BI reports and dashboards
  • Build effective relationships with both client and on-account leadership
  • demonstrating professional credibility, building confidence, and deflect conflict under stressful and time sensitive situations
  • Collaborates effectively with the integrated JLL account team to bring the full power of JLL capabilities to the client

Requirements

  • Bachelor’s degree from an accredited institution. Preference towards Finance, Quantity Surveying, Engineering, or Construction Management
  • Experience in the project management / cost management / programme management of new build and fit out projects for Clients in compliance heavy sectors is a pre-requisite
  • Regional experience across APAC is advantageous
  • Expert technical understanding of construction (MEPFS and architectural)
  • 10+ years in real estate and construction program/process management
  • 10+ years of experience developing project charters (scope, schedules, budgets, business justifications and risk assessments) for a diverse set of real estate and construction projects
  • Ability to generate rough order of magnitude (ROM) estimates, appropriately leveraging Client and JLL cost data
  • capable of working conceptually from limited data and qualifying unknowns using established guidelines
  • Ability to work collaboratively, independently and through ambiguity to create structure and consensus
  • Demonstrated understanding of real estate and construction finance principles
  • Effectively communicate
  • knows when to engage and/or escalate risk to JLL executive oversight
  • Stays informed on changes to the Client’s project processes, systems and reporting and contributes to strategic client initiatives

  • Technology aware and comfortable using industry standard project management information systems
  • Expert level in Excel, leveraging data analysis functions
  • Experience in Smartsheets and Power BI is advantageous
  • Professional certification in project management (e.g. PMP) or cost Management (MRICS) is advantageous
  • Excellent communication and interpersonal skills
  • Strong analytical and problem-solving abilities
  • Ability to adapt to changing priorities

  • Build high level 'Path to Break Ground Schedules', factoring the location, the site conditions, time of the year, labor availability, type of design implemented, etc. Path to Break Ground schedule will include identification of critical decision milestones and identify 'last responsible moment' for critical path decisions and commitments required to hold break ground, foundation start and hand over dates. Early financial commitments will be flagged and potential sunk cost risk identified
  • The candidate should have deep knowledge of construction scheduling and expertise to understand and inform the critical path schedule from 'tip to tail' of land development through commissioning and handover complete. Ability to highlight key milestones and decision gates for leadership decisions as well as key commitments and risks highlighted during the development process
  • Contribute to the delivery of the master plan analysis for future sites, including accessibility, logistic plan, off site improvements, geotechnical analysis, local requirements, neighbor risk mitigation, market conditions, labor availability, etc
  • Provide a clean transition and embedment of new region and new product development from DEC Planning to DEC Execution Teams (Preconstruction, Delivery, Data Center Operations)
  • Set the targets for each project (Cost and schedule) and communicate to the stakeholders. Coordinate multiple internal XFN teams (energy, site selection, product design, etc) and external teams (GCs, Integrators, TCs). Define the deliverables needed and the quality expected. Keep teams accountable to drive successful implementation of the road map established
  • Understand and influence the big picture, goals and values of the New Product types. Close collaboration with the Engineering Product Development and Integration in order to differentiate between 'must haves' and 'nice to haves' and ability to push back and challenge internal partners to accomplish the agreed upon goal. Provide detailed constructability reviews in multiple stages of the project to influence the design to build safer, more predictably, efficiently and cost effectively
  • Leverage cost, schedule and constructability expertise to influence engineering strategy by providing 'real time' feedback on cost, schedule and constructibility to inform target pricing, develop value engineering, inform trade-off evaluations and financial TCO/NPV analysis, ROI analysis, and other models that will be used to inform leadership decision making
