Wessex Water is entering an exciting period of transformation and long-term investment, and we're seeking an exceptional Capital Delivery Director to lead our multibillion-pound capital enhancement programme. This is a unique opportunity to shape the future of our asset base, strengthen resilience for our customers and communities, and deliver one of the sector's most significant programmes. As Capital Delivery Director, you will provide strategic leadership and governance for the full capital investment portfolio, ensuring safe, efficient and high-quality delivery from early concept stages through to construction, commissioning and handover. This influential role works closely with senior leaders, regulators, partners and suppliers to achieve successful outcomes across AMP8 and beyond. You'll join a purpose-driven organisation committed to environmental protection, engineering excellence and continuous improvement. As part of the Engineering and Asset Management Directorate, you will play a pivotal role in shaping long-term investment strategy and ensuring our infrastructure remains resilient for generations.
Job Responsibility:
Develop and prioritise the strategic enhancement plan and progress projects through early planning stages (business cases, specifications, concept design, Gates 0–5)
Translate regulatory requirements, asset strategies and business plans into a coherent, affordable and deliverable capital programme
Advise the Board, Executive and external stakeholders on investment strategy, programme risk and long-term delivery needs
Lead the end-to-end delivery of the capital enhancement programme, ensuring all projects meet safety, time, budget, quality and regulatory expectations
Establish robust project controls and assurance processes
Oversee design, procurement, construction, commissioning and operational handover
Shape supply chain strategy to drive innovation, efficiency, resilience and best-in-class performance
Manage major delivery partnerships and framework agreements
Lead the capital budget, long-term financial forecasting, value engineering and continuous improvement
Provide strong financial governance, reporting and assurance to the Executive and Board
Identify, assess and mitigate programme and strategic risks
Ensure compliance with all statutory, regulatory, health and safety, environmental and technical standards
Lead and develop a high-performing, multidisciplinary team
Represent Wessex Water at senior level with regulators, delivery partners and industry bodies
Requirements:
Proven senior leadership experience, building high-performing teams and driving capital efficiency
Extensive project engineering and major programme delivery experience in regulated or asset intensive sectors
Strong understanding of process design, regulatory frameworks and industry best practice, including inherently safer design
Excellent analytical, communication and stakeholder influencing skills
Deep knowledge of engineering design, project controls, procurement and portfolio management
Strong commercial and financial acumen, including investment appraisal and whole life costing
Degree-qualified engineer with recognised project management credentials
Chartered status preferred
Senior experience ideally including COMAH regulated operations
Demonstrated safety leadership with strong knowledge of CDM, DSEAR and workforce safety management
