Job Description

Interim Opportunity: Capital Accountant required for a 5 month assignment Corporate Finance, Local Authority. We’re looking for an experienced Capital Accountant reporting to the Head of Corporate Finance.

Job Responsibility

  • Lead and manage the Capital Programme
  • Oversee and monitor Section 106 (S106) developer contributions
  • Manage and support a small finance team

Requirements

  • CCAB qualified (CIPFA/ACCA/ACA/CIMA)
  • strong local authority experience, particularly in capital finance
  • proven expertise in capital accounting & S106
  • confident leader with team management experience
  • strong stakeholder engagement skills
  • Local Authority experience essential

  • Manage the full financial lifecycle of capital projects, from initial approval to completion and capitalisation, ensuring expenditure is correctly allocated to the relevant construction project
  • Ensure accurate and timely financial reporting of capital expenditures including maintaining the integrity of fixed asset registers, ensuring all acquisitions, disposals, and transfers are accurately recorded
  • Work closely with managers and stakeholders to ensure capital is planned and monitored throughout the project lifecycle
  • Review and reconcile capital work-in-progress (CWIP) accounts
  • Ensure timely capitalisation of completed projects with appropriate reporting and depreciation treatment in line with company policy
  • Prepare capital expenditure reporting packs, with forecasts and variance analyses for management and budget holders to ensure construction projects remain financially on track and in line with approved budgets
  • Working with external taxation consultants, ensure timely and accurate reclaim of capital allowances for major construction projects
  • Support the annual budget and monthly forecast processes for construction related capital expenditure
  • Generate and maintain financial business cases for construction projects to a PowerPoint presentation standard ensuring alignment with corporate financial objectives
  • Provide financial insights, forecasts, and scenario analyses to support investment decision justifications for CAPEX investments and post investment analysis
