The Business Development & Learner Engagement Manager is responsible for developing and managing referral and employer partnerships to recruit learners onto short, community-based training programmes funded through the Adult Skills Fund (ASF) and Free Courses for Jobs (FCFJ) across the Liverpool City Region. The role will work closely with referral partners, employers, and community organisations to ensure a consistent pipeline of eligible, well-informed learners, while maintaining full compliance with LCRCA funding rules and Ofsted expectations. The post-holder will be accountable for enrolling a minimum of 40 learners per month, ensuring recruitment activity is ethical, inclusive, and focused on positive learner outcomes, not just volumes.
Job Responsibility:
Develop and manage a cohesive referral strategy across the Liverpool City Region to support ASF and FCFJ delivery
Build strong relationships with referral partners, including: Employers, Jobcentre Plus, Local authorities, Voluntary and community organisations, Employability and health programmes
Promote the full range of TTP programmes to partners and employers
Ensure all learners are eligible, suitable, and fully informed prior to enrolment, in line with ASF and FCFJ funding rules
Work closely with Operations and Administration teams to validate eligibility, prior learning, and programme suitability
Ensure recruitment activity supports learner progression, employability, and skills development, not inappropriate enrolment
Embed equality, diversity, and inclusion into all recruitment activity
Work with employers to identify skills gaps and progression opportunities
Carry out Organisational Needs Analysis (ONA) to align employer needs with funded provision
Support learners to progress into employment, further learning, or job progression, in line with contract outcomes
Achieve a minimum of 40 learner enrolments per month across ASF and FCFJ provision
