This is a senior leadership role for a commercially astute, market-facing leader who excels at early engagement, shaping opportunity, and converting insight into long-term, profitable growth. You’ll bring extensive experience in infrastructure work-winning, with a proven ability to build strong pipelines, lead high-performing bid teams, and engage credibly with clients at executive level. The Opportunity Reporting to the Business Unit Managing Director, you’ll have accountability for the five-year growth strategy across Water, Aviation, and Highways. You’ll lead the work-winning function, ensuring the business is engaged early, well-positioned, and bid-ready 12–18 months ahead of procurement. As a core member of the senior leadership team, you’ll work closely with Sector Directors, Operations, and Commercial teams to translate market insight into successful outcomes, strengthening our reputation as a trusted, partner-led infrastructure provider.

Job Responsibility

  • Strategic Growth & Market Insight – Develop and deliver sector growth strategies, using horizon scanning, client intelligence, and competitor insight to build a strong, prioritised pipeline
  • Work Winning & Bid Excellence – Lead and inspire the business development and bid teams to deliver compelling, high-quality submissions aligned to operational capability and commercial strategy
  • Client & Market Engagement - Build and maintain senior-level relationships with clients, partners, and influencers, positioning the business early and credibly as a partner of choice
  • Leadership & Collaboration - Play an active role on the business unit leadership team, fostering strong collaboration between business development, operations, and functional teams
  • Governance & Assurance - Ensure disciplined pipeline management, robust governance, and compliance across all work-winning activity

Requirements

  • Extensive senior experience in business development or work-winning within civil infrastructure or a related environment
  • Proven track record of delivering sustained growth through successful bidding and strategic client engagement
  • Strong understanding of public-sector procurement, frameworks, and market dynamics (Water, Aviation, and/or Highways advantageous)
  • Demonstrated success in leading and developing high-performing bid and business development teams
  • Strong commercial acumen, with the ability to balance ambition, capability, and risk
  • A credible, values-led leader with the presence to engage confidently at executive and client level
