Job Description:

Are you a skilled Building Surveyor who wants to work on a varied portfolio with real regional impact? We have an exciting opportunity to join the Property and Strategic Assets team at the West Midlands Combined Authority, helping us manage, maintain and improve a diverse property portfolio that supports the delivery of important public services across the region. This is a varied and rewarding role for someone who enjoys combining technical expertise with practical delivery. You will play a key part in ensuring our buildings are safe, compliant and fit for purpose, while also contributing to longer-term asset planning, investment decisions and improvement projects. Job Responsibility:

Carrying out building inspections and preparing condition reports
Identifying defects, structural issues, maintenance needs and compliance risks
Planning and managing maintenance and refurbishment programmes
Preparing specifications, schedules of work and tender documents
Supporting procurement activity and administering building contracts
Managing contractors and consultants to ensure works are delivered to the right standard
Advising on statutory compliance, including Building Regulations, fire safety, accessibility and CDM requirements
Monitoring project budgets and expenditure, supporting forecasting and helping to identify value for money
Maintaining accurate records relating to inspections, compliance and completed works
Contributing technical insight to property reviews, investment planning and wider asset strategy
Supporting sustainability and social value objectives across the portfolio
Communicating technical information clearly to non-specialists
Responding to urgent building issues and supporting out-of-hours emergencies when required

Requirements:

Proven experience in building surveying, including inspections and maintenance planning
A track record of preparing specifications, tender documents and administering contracts
Experience of managing refurbishment and construction projects from start to finish
Confidence in working with contractors, consultants and a range of internal stakeholders
A strong grasp of Building Regulations, health and safety requirements and wider statutory compliance
Technical knowledge of building pathology, construction methods and materials
Awareness of sustainability and energy efficiency within the built environment
The ability to carry out detailed inspections and produce clear, accurate technical reports
Strong project management and organisational skills
Excellent communication and interpersonal skills, with the ability to explain technical matters clearly
Confidence using relevant systems such as AutoCAD, asset databases and Microsoft Office
The ability to work independently while also contributing positively as part of a team
A degree, or equivalent qualification, in building surveying or a related field
Membership of, or progress towards membership of, a relevant professional body such as RICS or CIOB
A commitment to continuing professional development
