This is specialized, para-professional work of average difficulty. Employees in this class are responsible for processing a large volume of billing related work in order to meet established deadlines to the billing clerk in a multi-faceted billing environment. Work includes compilation, maintenance and auditing of customer records, billing, and reports. Assisting in the planning and coordinating of the activities of Utility Billing functions to ensure accurate and timely processing of bills.
Job Responsibility:
Downloads and uploads weekly water meter readings from the utility reading system to the utility billing system.
Calculates, prepares, and processes regular, off cycle, and final customer utility billing.
Sets up new utility billing accounts/services in utility billing system and reviews proper set up of new accounts/services when they are established by other areas.
Calculates, processes, and reviews billing adjustments, miscellaneous charges and credits, and billing corrections.
Runs and reviews various reports to identify possible errors and ensure accuracy of the utility services and utility billing.
Maintains customer records, checks important transactions and recommend solutions to problems related to utility billing.
Interacts and communicates with the immediate supervisor and manager, other City department employees, customers and general public.
Corrects billing errors identified by staff and other reviewers.
Recommends improvements to the current processes, policies and procedures.
Effectively and positively represents the City in delivering and performing work with colleagues and clients.
Establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
Requirements:
High school diploma or GED equivalent supplemented by two (2) years of experience in an accounting, billing, auditing or a related field.
Knowledge of the principles and practices of accounting, billing and bookkeeping.
Knowledge of office practices and procedures.
Ability to use Microsoft Excel to perform various analyses and manual billings
Ability to make arithmetical calculations rapidly and accurately.
Ability to maintain supporting records, assemble and organize data in an automated data processing environment.
Ability to express ideas clearly and concisely, orally and in writing and to glean necessary information from written material.
Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
Skill in developing, implementing, and modifying work plans as needed.
Skill in researching, compiling and summarizing a variety of information and statistical data and materials.
Skill in establishing and maintaining files and record keeping systems.
Skill in the use of modern office equipment and software to include databases, spreadsheets, word processing, and forms management systems as well as working with internet browsers and web searching.
Skill in using a computer terminal to accurately and rapidly enter and retrieve data and information.
Nice to have:
Associate's Degree from an accredited college or university in accounting or related appropriate discipline or bookkeeping and/or accounting related college level courses supplemented by four (4) years of experience in an accounting, billing, auditing or a related field.
Experience with Tyler Munis Utility Billing System preferred.
