This role combines public bids and tenders management, Serviços Partilhados do Ministério da Saúde (SPMS) Framework Agreements, direct offers, process optimization and strong stakeholder collaboration within a highly regulated healthcare environment.
Job Responsibility:
Handle the end‑to‑end tender process for Medicinal Products and Medical Devices, from opportunity identification and assessment to submission and follow‑up, partnering cross-functional with Marketing, Sales and Country Leader when potential new opportunities are identified
Perform Tender and Contractual Risk Assessment and provide advice on obligations and dispute‐resolution strategies
Handle centralized procurement processes in Portugal, including SPMS Framework Agreements, mini‑competitions and call‑offs for Medicinal Products and Medical Devices
Ensure correct application of awarded prices, product references, contractual validity periods and supply conditions and maintain SPMS Catalogue data consistent and updated with awarded contracts and pricing conditions
Perform accurate calculation, validation and timely submission of mandatory sales and consumption reports to SPMS, including centralized aggregation models
Manage direct offers to customers working closely with multi-functional teams and update direct offers related documents and information
Support staff from across Baxter on all public contracts, extensions, and terminations
Coordinate, review and record all documentation required, ensuring the accurate maintenance of the contract database
Assess positive and negative tenders results in collaboration with Legal, Operations and Sales in order to design and implement continuous improvement initiatives and strategies for bidding workflows, templates and knowledge management
Keep up to date on legislative changes applicable to public tenders
Requirements:
Bachelor’s degree in law, Business Administration, Management, Economics, Pharmaceutical Sciences, or a related field, or equivalent relevant professional experience
Proven experience in the Portuguese public‑sector tendering and contract management within the Pharma industry
Solid knowledge of SPMS Framework Agreements, SPMS Catalogue and mandatory sales reporting is highly valued
Able to communicate successfully in Portuguese and English
Collaborative, proactive and continuous-improvement approach
Strong organizational skills and ability to handle multiple projects in a fast-paced environment
