This position exists to direct, manage, administer, and implement all EWR regional programs, policies, budgets, grants and operations for the Central Region. The position provides leadership for the Division as a member on the Division’s regional leadership team to develop and implement the Division’s and Department’s mission and vision.
Job Responsibility
Develop and manage the policies, programs, priorities, and processes of the division as a member of the Division’s regional leadership team (comprised of the Regional Manager, Asst. Regional Manager, District Managers, and Field Supervisors) to accomplish the Division’s and Department’s mission and vision.
Provide program direction, priority setting, work planning, and strategic leadership for Division programs within the region so organizational needs and program requirements are met.
Assess and measure (determine) the effectiveness of department, division, and region policies, programs and processes to ensure the most efficient and effective use of the Division’s human and capital resources.
Establish and maintain partnerships with external constituents and stakeholders for awareness and understanding of Division goals and to understand stakeholder needs, desires and expectations.
Provide leadership and supervision for Division regional staff through direct and indirect reports, ensuring that Department, Division, and Region programs are implemented and personnel time is effectively used.
Actively seek and participate in professional development, so that leadership and management skills are maintained and enhanced.

Requirements
Bachelor’s degree in natural resources sciences such as ecological resources, natural resource management, or closely related field.
Minimum of three (3) years supervisor experience, or a minimum of five (5) years advanced professional experience directing natural resources management programs and demonstrated lead worker experience.
Demonstrated ability to follow established Human Resources policies and procedures to hire, determine work priorities, assign, direct, and monitor work, evaluate job performance, and promote employees.
Demonstrated ability to direct and manage significant, contentious natural resource issues involving conflicting stakeholder interests and consequences, particularly in a highly diverse landscape dominated by rare plants/animals, karst features, trout streams, agriculture, surface and groundwater resources, and a diverse human population.
Comprehensive experience working with elected government officials, local units of government staff, state and federal agencies, watershed districts, lake associations, environmental and industry organizations, citizen groups, and other key staff/officials from related organizations.
Team leadership skills in effectively handling complex natural resource issues and opportunities in a way that meets long-range natural resource-based goals.
Ability to effectively work in a team environment by incorporating multi-disciplined interests into decisions and actions.
Demonstrated leadership, organizational, planning, and interpersonal skills to direct, develop and engage staff.
Communication skills sufficient to effectively communicate and present complex information to a wide variety of audiences.
Experience with budget/financial management, resource allocation, facility and project management.
Academic knowledge in the natural resource management field, including advanced professional experience with on-the-ground natural resources management programs and/or advanced professional natural resources scientific experience.
Knowledge of ecological and hydrologic systems.
This position requires an unrestricted Class D Driver’s license with a clear driving record
per DNR Fleet Policy, only those 18 years of age or older with a valid driver’s license may operate equipment and vehicles on behalf of the Agency.

Advanced degree in natural resources sciences such as: ecological resources, water resources, natural resource management, or a closely related field.
Knowledge and/or experience in the management of the Division of Ecological and Water Resources budget and financial management systems and procedures, or similar related knowledge and experience with organizational budgets and financial systems.
Knowledge of Scientific & Natural Areas, Environmental Review, Nongame Wildlife program goals and objectives, Endangered and Threatened Species, and Natural Heritage Information System processes.
Ability to work effectively with public and private partners on large initiatives and can represent the agency/division on high-profile matters within the region.
Experience in negotiation, conflict resolution, and consensus building with diverse groups in order to solve difficult and sensitive problems.
Knowledge of Ecological and Water Resources programs, policies, and procedures sufficient to direct program activities of staff, evaluate the success of their efforts, and recommend changes in policy, or budget adjustments that would enhance regional and statewide programs.
