Job Responsibility:
Perform a variety of management, supervisory and complex clerical duties as needed to oversee day-to-day operations of the county elections office
Monitor ongoing activities to assure efficiency and effectiveness in the conducting of local, state and national elections in compliance with Federal and State laws and regulations
Assist in managing and directing all activities related to the election process as directed
Assist with recruitment, interviews and selection of Election Office personnel
Provide initial orientation and training for new employees
Schedule and make work assignments
Monitor work performance
Assist in recruiting, selection and training of Election Board members
Attend various meetings and training programs to keep current on changes in election laws, regulations, processes, and practices
Assist in establishing and maintaining general operating policies and procedures
Provide periodic and on-going training for Election Office staff and Election Board members
Provide necessary forms and information to candidates regarding filing and financial reporting requirements
Assist in monitoring compliance with financial reporting requirements
Notifies candidates of compliance issues
Provide information to political party officials regarding requirements for submission requests for poll challengers and watchers
Receive and respond to requests for information from the public, candidates and other interested parties as directed
Assist the public with voter registration or changes in registration
Assist in identifying and resolving of violations of election laws and regulations
Update changes in county information on the state addressing system
Monitor changes in voting records and political subdivision boundaries
Coordinate with GIS staff to update maps and related records
Perform general administrative functions of the election office as assigned
Assist in the development and implementation of general operating policies and procedures
Assist in developing and maintaining appropriate record management systems
Monitor records for accuracy and completeness
Prepare and submit various correspondence, documents, reports and presentations as directed
Maintain office bookkeeping and accounting records
Monitor and order supplies as needed
Prepare and process billings for services and collections on various charges
Assist with development of annual budget request
Ability to maintain regular, reliable patterns in work product and attendance
Perform other job-related duties as assigned or required
Requirements:
Graduation from high school or equivalent
One (1) year of specialized training provided through professionally sponsored workshops, seminars or college courses
Two (2) years of experience within the Office of the County Clerk/Auditor/Recorder
One (1) year of which must have been within the elections division
Considerable knowledge of state and federal election laws, regulations and procedures
Considerable knowledge of BONNEVILLE County election procedures, processes and political subdivisions (districts, precinct)
Considerable knowledge of election equipment and contemporary office machines such as computer terminals etc.
Considerable knowledge of election filing systems
Considerable knowledge of basic office and personnel management techniques
Considerable knowledge of interpersonal communication skills and public relations
Considerable knowledge of ballot organization and development
Considerable knowledge of contemporary filing and office systems
Working knowledge of principles of supervision and employee motivation practices
Working knowledge of interpersonal communications and public relations
Working knowledge of legal terms and definitions
Working knowledge of problem solving
Working knowledge of planning and goal setting techniques
Ability to perform basic mathematical computations
Ability to operate a variety of types of standard to complex office equipment
Ability to perform under time pressures in meeting work obligations and deadlines
Ability to perform word processing and data entry functions with a high degree of accuracy
Ability to communicate effectively, verbally and in writing
Ability to develop and maintain effective working relationships with co-workers, state and local elected and appointed officials, news media representatives, candidates, political party officials and representatives from other political action groups
Highly proficient computer skills (accuracy being emphasized over speed)
Must be able to work extended hours including weekends and evenings during elections
Ability to lift/carry objects weighing up to 40 pounds routinely
