Job Responsibility:
Performs duties of Director of DCM during the Director's absence
Supervises both professional and clerical staff in the performance of their duties
Performs contract negotiations, change order management and conflict resolution
Prepares and reviews resolutions and prepared agenda items to support project approvals
Maintains budgets, cost, forecast and schedules of design and construction activities for the department
Participates in commission, intra-departmental and inter-departmental meetings
Reviews reports and makes recommendations on technical management issues
evaluates solutions and ensures coordination with overall policy
Reviews and evaluates plans for proposed projects
prepares reports and provides recommendations to superiors
Works with the Director and senior management to ensure efficient utilization of department resources in the design and construction of capital projects
Interacts with regulatory agencies
makes technical presentations to regulators and negotiates on appropriate solutions to existing or emerging problems
coordinates, organizes, plans and budgets long term compliance with regulatory mandates
Processes grievances and discipline, conducts employee performance evaluations, interviews and makes recommendations regarding hiring to senior management, approves salary increases and promotions and authorizes leave and overtime
Provides operational and administrative assistance to the Director
prepares operational budget and reviews capital improvement operating budget
Procures consultant and construction services
prepares Requests for Proposal and/or Qualifications and other procurement documents as needed
Responds to complaints from citizens related to department projects
Assists in Emergency Operations on behalf of Department, including preparations, during and post event
Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation
Establishes and maintains effective and professional relationships with work colleagues, supervisors and managers
Performs related work as required
Requirements:
Bachelor's Degree in Architecture, Engineering, Construction Management or related field plus ten years of progressively responsible experience in the design and construction field
Five (5) years of supervisory or management experience with demonstrable experience in design and construction of vertical building projects in South Florida (institutional, municipal, public, etc.).is preferred
Master's Degree from an accredited college or university in architecture, engineering or construction management or related field with a heavy emphasis in public institutional and municipal projects preferred
Certified as a Project Management Professional (PMP) or Registration as an Architect or Professional Engineer in the State of Florida is preferred
Valid Driver's License: With proof of automobile insurance
Background Check: Must have an acceptable background record
Driving Abstract: Must have an acceptable driving record
