The Assistant Development Manager has full responsibility for the effective, compliant and efficient management of the buildings and developments within their portfolio. Acting as the lead on-site facilities management representative, the role is accountable for delivering a best-in-class building and facilities management service for residents, ensuring all assets are maintained safely, compliantly, and in a cost-effective manner. The role operates with a high degree of autonomy, managing both planned and reactive maintenance, financial performance, contractor delivery, and statutory compliance across multiple developments. The Assistant Development Manager works collaboratively with the Estate Manager as a point of escalation, while maintaining full ownership of day-to-day operational delivery.
Job Responsibility:
Take full accountability for the day-to-day facilities management of allocated developments, ensuring operational continuity, service excellence, and a consistently high standard of building presentation and performance.
Oversee all planned preventative maintenance (PPM) and reactive works, ensuring works are prioritised, scheduled, and completed efficiently, with full compliance and auditability through the CAFM system (MRI Evolution).
Maintain full ownership of statutory compliance across the portfolio, including fire safety, including fire and general risk assessments across Private, Housing Associations, and commercial units, insurance inspections, and life safety systems. Ensure all actions are tracked, managed, and closed out within required timeframes, in collaboration with the Estate Manager and CAFM Administrator.
Manage financial control across the developments, including raising and approving purchase orders/invoices, monitoring reactive and planned spend, supporting budget management, and contributing to monthly financial reporting and variance analysis.
Lead the management of contractors and service partners, including performance monitoring, issue resolution, scope development, and ensure delivery aligns with contractual and operational expectations.
Support the ongoing maintenance and long-term performance of building assets by identifying trends, contributing to lifecycle planning, and informing asset investment decisions through operational insight.
Support the Estate Manager with the Defects Protocol in their allocated developments: including the identification, tracking, and resolution of building defects, and support the mobilisation of new developments, ensuring a smooth transition into operational management and embedding of FM processes.
Act as the primary FM point of contact for Resident Managers and internal stakeholders, coordinating operational activities, supporting building tours, and ensuring effective communication across all parties.
Maintain accurate records and documentation across all FM activities, utilising CAFM system and internal platforms to ensure transparency, compliance, and continuous improvement of processes, in collaboration with the CAFM Administrator.
Operate independently across multiple developments, making informed decisions on maintenance, safety, and service delivery, ensuring business continuity in a fast-paced and complex environment.
Requirements:
Proven experience in a facilities management or building operations role, ideally within residential or mixed-use developments, or hotels.
Demonstrable experience managing planned and reactive maintenance programmes across multiple assets.
Strong working knowledge of UK health & safety legislation and statutory compliance requirements (e.g. fire safety, risk assessments, building safety).
Experience of financial management, including budget tracking, purchase orders, and cost control.
Experience managing contractors and service partners, including performance and service delivery.
Experience using CAFM systems (e.g. MRI Evolution or similar) for maintenance and compliance management.
Strong organisational and prioritisation skills, with the ability to manage multiple developments and competing demands.
Confident decision-maker with the ability to operate independently and take ownership of operational outcomes.
