Job Description:

Under the direct supervision of the Chief Building Official, the incumbent’s primary responsibilities include supervisory, administrative, and technical work in organizing and managing the plan review process, inspection activity and administrative support functions in accordance with the Florida Building Code. Responsibilities also include the development, implementation, and coordination of policies and procedures related to service functions and delivery. Work is reviewed through conferences and written reports for results obtained.

Job Responsibility:

  • Performs supervisory, administrative, and technical work in organizing and managing the plan review process, inspection activity and administrative support functions in accordance with the Florida Building Code
  • Develops, implements, and coordinates policies and procedures related to service functions and delivery
  • Assists in the planning, coordination, and supervision of Building Division policies, programs, and operations
  • Plans, coordinates, and supervises the building permit application plan review process under the supervision of the Chief Building Official
  • Plans, coordinates, and supervises building, mechanical, electrical and plumbing inspection activities under the supervision of the Chief Building Official
  • Confers with owners, architects, engineers, developers, and contractors concerning interpretation and resolution of code matters
  • Conducts and participates in public meetings
  • addresses citizen and administrative requests and prepares reports and responses as appropriate
  • Inspects construction sites, reviews plans, and performs inspections to confirm compliance with established policies and applicable State, County and City Building related Codes and Regulations as needed
  • Hears and makes investigations of complaints of inspection activities and makes appropriate related recommendations to the Building Official as is necessary
  • Prepares evidence and testifies on code violation cases
  • Prepares a variety of reports and correspondence on building code inspection compliance matters
  • Implements and reviews reports to verify established goals and objectives are achieved
  • Responds to requests for assistance from other departments related to normal and emergency matters
  • May assume the responsibilities of the Chief Building Official in his or her absence
  • Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation
  • Establish and maintain effective and professional relationships with work colleagues, supervisors and managers

Requirements:

  • Bachelor’s Degree from an accredited college or university with a major in Engineering, Architecture, Building Construction or a related field
  • Seven (7) to ten (10) years progressively responsible experience in building / construction inspection activities and operations
  • Three (3) years in a supervisory capacity
  • Certified as required by the Building Code Administrators and Inspectors Board (BCAIB) as a Building Code Administrator
  • Certified as required by the Broward County Board of Rules and Appeals (BORA)
  • Possess a (1) Current Certificate of Competency, (2) Professional Engineer license or (3) Architect registration issued by at least one of the listed entities
  • Valid Driver’s License with proof of automobile insurance
  • Acceptable background record
  • Acceptable driving record
  • Thorough knowledge of current literature, trends and developments in the field of building inspection, plans review and code enforcement
  • Thorough knowledge of the Florida Building Code, FEMA, National Flood Insurance Program, environmental regulations, and related laws and ordinances
  • Considerable knowledge of the principles of supervision, organization and administration
  • Knowledge of the Florida Building, Plumbing, Gas, and Mechanical Codes, and the National Electrical Codes
  • Knowledge of State and County laws and regulations related to construction activity, and to the certification and licensing of inspections staff, contractors and professionals
  • Knowledge of City codes and ordinances, which govern building activities
  • Knowledge and understanding of the standards, principles and practices of the construction industry applicable to building construction
  • Knowledge of the principles and practices of modern office organization, budgeting and funds control, personnel management and administrative and safety/loss control
  • Ability to understand and interpret plans, diagrams, blueprints and specifications
  • Ability to plan, direct and coordinate the work of subordinates
  • Ability to read, understand and interpret plans, drawings, blueprints, specifications and related construction documents, and identify them to construction in progress
  • Ability to plan, organize, administer, supervise and coordinate the work of technical, administrative and clerical personnel performing varied code preparation, interpretation and enforcement tasks
  • Ability to communicate effectively, both verbally and in writing, and to prepare concise, accurate records and reports, and written recommendations for changes, revisions, additions, deletions or amendments to codes, ordinances, and standards pertaining to building, licensing, and similar activities
  • Ability to work harmoniously with other Elected Officials, City employees, members of the appointed boards, and the general public
  • Ability to motivate and supervise employees with varying levels of education and work experience

Nice to have:

  • Master’s Degree from an accredited college or university with a major in Engineering, Architecture, Building Construction or a related field
  • Employed as a Chief Inspector in one of the following disciplines: Structural, Electrical, Plumbing or Mechanical
