This role is seeking someone to lead a data-informed Asset Management Program for Water Renewal Services within the Public Works by partnering across the department to proactively plan, prioritize, and optimize infrastructure investments. This role collaborates with operations, engineering, finance, and leadership teams to translate asset data into strategic insights and sound decision-making. This leader will help ensure asset management practices are not only compliant, but forward-thinking, strategic, and aligned with long-term organizational goals. The position operates under general direction and plays a critical role in shaping the future of asset stewardship.
Job Responsibility:
Manages the work of professional, technical and/or other staff
determines the organizational structure, staffing needs and work strategies
ensures adequate resources are available for staff to perform work duties and ensures that assigned operations and activities comply with organizational goals and objectives
Directs the development and implementation of the water renewal services division’s asset management plan
Coordinates resources and an asset management program to augment and support the department's strategic objectives in infrastructure and assets
Manages a computerized asset management system (EAM) used to track, analyze, and report on asset condition, risk and costs over the entire lifecycle
Evaluates impacts of asset failure
Assists other divisions in developing their asset management strategies
Monitors and evaluates asset management systems and develops process improvement protocols
Research industry best management practices and trends
Participates in vulnerability assessments and develops site and asset security plans
Participates in the annual review and update of the operations and maintenance plan
Manages multimillion-dollar warehouse operations in five different locations
Ensures procurement, asset transfer, asset disposal and documentation practices fully comply with city policy and requirements
Acts as a lead on the annual asset inventory for the division and liaises with the city financial staff (DFA) on related topics
Interfaces with city purchasing, engineering, maintenance and operations managers and staff on warehousing and procurement protocols and issues
Evaluates and manages inventory control, security measures, annual inventory and inventory discrepancy reports
Responds to internal and external auditor inquiries regarding purchasing procedures and inventory management
Coordinates and monitors work assignments for technical and professional staff in various program areas
Supports departmental data management through the SharePoint site, the datamart and operational data storage (ODS) servers, the Emergency Medical Systems (EMS) and other data sources
Negotiates prioritization, contribution and availability of asset management and supply/inventory staff for department projects
Provides information and recommendations regarding asset conditions, performance, risk, and costs for preparing annual division operation and maintenance (O&M) and capital equipment multimillion-dollar budget requests
Develops and integrates predictive strategies to aid asset replacement prioritization and assists with life-cycle cost analyses
Confers with engineers and consultants on the master plan, plant design, equipment needs, project-related asset additions and replacements and special projects
Works collaboratively with other divisions to plan and budget significant capital improvement projects
Prepares management reports, correspondence and office memos regarding non-routine matters
Effectively persuades, informs, educates, trains, solicits information, motivates and directs various individuals or groups
Performs other duties as assigned
Requirements:
Bachelor's degree
5 years of related public sector or utilities experience, including three years of experience supervising, or an equivalent combination of education and experience
Valid state-issued driver's license
