Job Responsibility

  • Lead development and execution of analytical frameworks to assess the effectiveness of outreach, communications, digital, and community engagement efforts
  • Develop, implement, and analyze assessment tools, materials, and strategies designed to measure Outreach and Engagement performance and program effectiveness
  • Establish key performance indicators, assessment methodologies, and analytical approaches aligned with MC&FP goals, mission priorities, and engagement objectives
  • Analyze assessment data to identify trends, performance gaps, risks, strengths, and opportunities for improvement
  • Synthesize findings into decision-ready products, including reports, briefings, dashboards, recommendations, and leadership-level assessment summaries
  • Provide feedback and recommendations based on assessment results to support evidence-based optimization of outreach and engagement practices
  • Ensure assessment plan data is collected throughout the engagement assessment cycle and accurately maintained for reporting and analysis
  • Coordinate with program and office stakeholders to analyze results, interpret findings, and use assessment outcomes to affirm successful practices and improve future outreach and engagement
  • Recommend and support implementation of appropriate changes to practices, processes, and content to increase alignment with the MC&FP mission and enhance program success
  • Maintain scientific responsibility for the development and maintenance of specialty assessment content, ensuring consistency with MC&FP goals and analytical standards
  • Review and update assessment materials, records, tools, and outcomes documentation as required
  • Collaborate closely with internal and external stakeholders, the Strategic Communications Task Lead, and functional teams to ensure assessments advance organizational success

Requirements

  • Strong knowledge of assessment design, performance measurement, statistical analysis, evaluation methodology, and data-informed decision support
  • Ability to design assessment tools, establish KPIs, develop methodologies, and translate analytical findings into actionable recommendations
  • Proficiency with statistical software, data analysis tools, Microsoft Office Suite, and advanced Excel functions used to organize, analyze, and present assessment data
  • Strong analytical and problem-solving skills, with the ability to identify trends, assess implications, and recommend practical improvements
  • Ability to interpret, synthesize, and present data clearly to senior leaders, Government stakeholders, program teams, and non-technical audiences
  • Excellent written and verbal communication skills, including the ability to produce concise reports, briefings, assessment narratives, and decision-ready products
  • Ability to work collaboratively with diverse internal and external teams across communications, outreach, digital, community engagement, and program management functions
  • Strong organizational skills, attention to detail, records management discipline, and ability to manage multiple assessment activities simultaneously
  • Familiarity with state and federal standards, federal program environments, and assessment practices supporting Government or mission-focused programs
  • Sound judgment and ability to advise leadership on trends, risks, opportunities, and evidence-based improvements
  • Master’s degree in Psychology, Education, Business, Data Analytics, Program Evaluation, Public Administration, or a related field
  • 10+ years of experience using statistical software, data analysis tools, assessment methodologies, performance measurement approaches, or program evaluation practices
  • Demonstrated experience developing and implementing assessment tools, KPIs, methodologies, analytical frameworks, and reporting products
  • Experience analyzing quantitative and qualitative data, identifying trends, and presenting findings in a clear, actionable format
  • Experience supporting outreach, engagement, communications, digital, community, education, public service, or Government program assessment activities preferred
  • Experience working with diverse stakeholders to collect feedback, evaluate outcomes, and implement improvements based on assessment findings
