The Applications Development Senior Manager – This role is Payments Technology is a senior management-level position responsible for leading and delivering technology solutions within the Payments domain. This role bridges deep functional knowledge of payment systems and processes with technology delivery oversight, ensuring that payment platforms are robust, compliant, and aligned with business strategy. The overall objective is to drive the design, delivery, and continuous improvement of payment applications and systems in coordination with Technology and Business stakeholders.
Job Responsibility
Serve as the subject matter expert (SME) for payment systems, including but not limited to domestic and cross-border payment rails (SWIFT, ACH, SEPA, RTGS, Fedwire, CHIPS), payment messaging standards (ISO 20022, MT/MX), and payment lifecycle management
Lead the end-to-end delivery of payment technology initiatives, from requirements gathering through implementation and post-production support
Partner with business stakeholders to translate complex payment processing requirements into actionable technology solutions
Provide oversight and guidance on payment system architecture, integration patterns, and data flows across upstream and downstream systems
Manage one or more Applications Development teams focused on Payment’s technology, including conducting personnel duties such as performance evaluations, hiring decisions, and career development
Drive delivery of payment technology projects, ensuring adherence to timelines, budgets, and quality standards
Allocate resources effectively across projects and manage day-to-day team operations
Facilitate Agile/Scrum ceremonies and ensure teams follow established SDLC processes
Review and evaluate proposed technical solutions for payment system projects, ensuring alignment with enterprise architecture standards and payment industry best practices
Provide functional oversight across payment processing systems, including transaction routing, settlement, reconciliation, and exception handling
Assess and manage technology risk within the payments space, including fraud controls, regulatory compliance (e.g., PSD2, AML/KYC, OFAC screening), and data security
Oversee integration of payment platforms with internal systems (e.g., core banking, GL, risk engines) and external networks (e.g., SWIFT, card networks, clearing houses)
Contribute to the formulation of the Payments Technology roadmap, aligning technology capabilities with business growth objectives
Engage with senior business and technology stakeholders to communicate project status, risks, and strategic recommendations
Develop comprehensive knowledge of how payment operations, compliance, and technology areas integrate to accomplish business goals
Negotiate with external vendors, payment networks, and technology partners as required
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets
Drive compliance with applicable laws, rules, and regulations governing payment systems, adhering to Policy and applying sound ethical judgment
Ensure essential procedures are followed and contribute to defining standards for payment technology operations
Escalate, manage, and report control issues with transparency
create accountability within the team for maintaining these standards
Requirements
6–10 years of relevant experience in Financial Services, with a strong focus on Payments technology or operations
Deep functional knowledge of payment systems and rails, including one or more of: SWIFT, ACH, SEPA, RTGS, Fedwire, CHIPS, card payment networks, or real-time payment platforms (e.g., RTP, FedNow)
Familiarity with payment messaging standards, particularly ISO 20022 and SWIFT MT/MX message formats
Experience managing technology delivery teams in a senior leadership or management capacity
Strong understanding of the end-to-end payment lifecycle: initiation, processing, clearing, settlement, reconciliation, and exception management
Knowledge of regulatory and compliance frameworks relevant to payments (e.g., PSD2, AML, OFAC, KYC, data privacy regulations)
Demonstrated ability to engage and influence senior business and technology stakeholders
Proven project and program management skills, with experience delivering complex, multi-workstream technology initiatives
Experience working in Agile/Scrum delivery environments
Strong analytical and problem-solving skills with the ability to evaluate technical solutions from a functional and business perspective
Consistently demonstrates clear and concise written and verbal communication skills

Experience with cross-border and correspondent banking payment flows
Familiarity with core banking platforms and their integration with payment engines
Exposure to payment fraud detection, sanctions screening, or AML technology platforms
