The Applications Development Technology Lead Analyst is a senior technology leadership role accountable for end-to-end technical ownership of critical components within the application platform, supporting Treasury's strategic modernization agenda. The role sits at the core of a Treasury-led transformation focused on the comprehensive modernization of Interest Rate Transfer Pricing, with a target of achieving 100% implementation. This position requires an experienced Java engineering leader with deep domain and platform knowledge to drive engineering excellence, manage complex legacy transitions, and influence platform-level outcomes. In addition to leading application modernization, the role carries strategic responsibility for enabling the decommissioning of the legacy application. The Lead Analyst is expected to operate with significant autonomy, exercise independent technical and risk judgment, and engage regularly with senior leadership on delivery, architecture, and risk matters.
Job Responsibility:
Own and lead complex application and system components, with accountability for delivery outcomes, platform stability, and long-term sustainability
Translate Treasury's Interest Rate Transfer Pricing strategy into scalable, resilient, and future-ready technical solutions
Drive modernization initiatives across multiple releases while balancing delivery priorities, architectural integrity, and risk considerations
Take ownership of technical debt, performance optimization, and production readiness within assigned scope
Assume senior technical responsibility for supporting the decommissioning of the legacy platform, a key strategic dependency
Apply deep subject matter expertise across applications to guide migration decisions, manage interdependencies, and reduce operational risk
Lead complex transition planning, ensuring business continuity, data integrity, and controlled cutover
Proactively identify and mitigate migration-related technical, delivery, and control risks
Act as a recognized technical lead in application development, with strong depth in Java-based enterprise platforms
Review, approve, and influence solution designs to ensure adherence to enterprise architecture, security, and data standards
Define, evolve, and enforce engineering standards for coding, testing, debugging, performance, and implementation
Drive adoption of modern engineering practices to improve code quality, maintainability, and time-to-market
Resolve high-impact, ambiguous technical and delivery challenges through deep systems analysis and interpretive thinking
Partner with Architecture, DevOps, Product Owners, Scrum Masters, and senior Technology management to ensure cohesive end-to-end delivery
Provide regular, concise updates to senior leadership on delivery status, architectural decisions, risk posture, and code quality improvements
Own application-level risk management, ensuring compliance with Citi policies, regulatory requirements, and ethical standards
Transparently escalate, manage, and remediate control issues to safeguard Citi, its clients, and its assets
Serve as a senior advisor and mentor to developers and analysts, raising overall technical capability and engineering maturity
Allocate work and provide technical direction for medium-to-large bodies of work
Ensure disciplined SDLC execution, documentation, audit readiness, and compliance with Citi policies, regulatory obligations, and ethical standards
Requirements:
8–10+ years of experience in application development or systems analysis, including senior-level ownership roles
Extensive hands-on experience with Java-based enterprise application development
Proven track record of leading complex technology initiatives in regulated financial services environments
Demonstrated ability to make independent technical and delivery decisions with significant business and risk impact
Strong stakeholder management, leadership, and communication skills
Bachelor's degree/University degree or equivalent experience
Nice to have:
Experience working on Treasury, Funds Transfer Pricing, Risk, or Finance platforms
Strong understanding of DevOps, CI/CD pipelines, and production support models
Experience contributing to multi-year transformation programs
