The Analyst II will provide program documentation, analytical support, research, and reporting to the FAA Office of Airports – Planning & Programming (ARP/APP) in support of national airport funding programs, including the Airport Improvement Program (AIP), National Plan of Integrated Airports Systems (NPIAS), Passenger Facility Charge (PFC), and related FAA grant programs. The Analyst contributes to regulatory guidance, stakeholder documentation, and major program reports supporting the FAA’s responsibility to distribute over $4B in annual airport infrastructure funding.
Job Responsibility:
Support development of the updated AIP Handbook (FAA Order 5100.38E), including tracking and compiling public comments, editing, and document organization
Assist in the development of training materials, guidance products, and web content supporting the updated AIP Handbook
Support document formatting, content quality review, and 508-accessible document development
Support development of the 250-page NPIAS report, including technical editing, graphics integration, tables, narrative updates, and appendices
Assist with the development of GIS-based maps, population coverage analytics, and airport classification outputs
Format reports into electronic and printed publication formats (MS Office, PDF, ePUB, DVD)
Support creation and delivery of source files, templates, figures, datasets, and reusable content for FAA future use
Support development of public-facing website content for NPIAS and AIP programs
Review and summarize audit findings, discrepancies, and recommendations from GAO, OIG, internal control reviews, and other oversight bodies
Prepare internal control assessment documentation, sample selection reports, and draft/final findings reports
Research FAA policies, regulatory updates, and AIP grant eligibility questions to support program guidance and stakeholder inquiries
Prepare professional reports, briefing packages, training content, memos, comment summaries, and outreach materials supporting APP program initiatives
Maintain editorial consistency, version control, and compliance with FAA style, data formats, and 508 requirements
Requirements:
Bachelor’s degree in Business, Public Administration, Aviation, Finance, Economics, Engineering, or related field
5–8+ years of professional experience supporting federal programs, grants, policy, transportation, aviation, or regulatory programs
Proven experience in technical documentation and reporting for federal stakeholders
Proficiency in MS Office, collaborative content development, and complex document formatting
Ability to analyze structured data, airport datasets, financial programs, and multi-stakeholder requirements
