Job Description

Under general direction of the Environmental Operations Manager, the Air Quality & Compliance Lead serves as the Airport’s technical and programmatic authority for air quality and greenhouse gas (GHG) compliance and related regulatory programs. This position is responsible for ensuring compliance with federal, state, and local environmental regulations while advancing a data-driven approach to improving ambient air quality and protecting the health and wellbeing of airport employees, tenants, and travelers.

Job Responsibility

  • Serve as the Airport’s technical and programmatic authority for air quality and greenhouse gas (GHG) compliance and related regulatory programs
  • Ensure compliance with federal, state, and local environmental regulations
  • Develop, implement, and enforce complex strategic plans, policies, and goals for compliance with environmental regulatory bodies
  • Ensure continuous compliance with all air quality permits, permit conditions, and reporting obligations
  • Preparation and submission of Title V and Greenhouse Gas (GHG) compliance reports
  • Lead investigations and prepare written documentation related to air quality incidents, exceedances, violations, complaints, and enforcement actions
  • Lead planning, deployment, and operation of an airport-wide air quality monitoring and sensor network
  • Track and monitor refrigerant inventories, leak detections, and repairs
  • Support the evaluation, planning, and implementation of strategies to transition equipment into electric or lower-emission alternatives
  • Support the section’s operational budget process and related expenditures
  • Provide guidance by recommending, interpreting, and applying policies, laws, and regulations
  • Act as the liaison with regulatory agencies, tenants, and the public
  • Develop and conduct presentations to stakeholders and public officials
  • Supervise and lead subordinate staff

Requirements

  • Possession of a baccalaureate degree from an accredited college or university
  • Six (6) years of professional experience in planning, coordinating, implementing, and evaluating qualifying programs or policies in the field of environment, public health, community engagement, or a field related to the position for hire

Nice to have

  • Experience leading complex, multi-stakeholder environmental or regulatory programs at a large industrial, transportation, or infrastructure facility
  • Knowledge of environmental issues such as ambient air quality, criteria air pollutants, and air toxics
  • Certified for EPA Method 9 visual emissions monitoring
  • Experience with third-party green building and/or healthy rating systems (WELL, Fitwel, LEED)
  • Experience with indoor and outdoor air quality monitoring technologies, equipment and/or data
  • Experience working with legal team on environmental regulatory or compliance issues
  • Experience maintaining air or related permits, such as Title V and stationary source permitting
  • Experience with GREET, emissions modeling, or triple-bottom-line cost-benefit analysis tools (e.g., Autocase) in support of grants or capital decision-making
  • Supervisory experience

  • Apply IIAR standards (e.g., 2/6/7/9) and RAGAGEP to design changes, inspections, and operating/maintenance procedures, and Unilever standards
  • Build and run an energy management system aligned to deliver year-over-year reductions in energy use and CO₂e. Executing energy projects in compressed air steam/boilers, ammonia/refrigeration electrical, and water usage
  • Advance reliability (RCM/TPM) and predictive maintenance (vibration, infrared, ultrasound, oil analysis) to improve MTBF/MTTR and eliminate repeat failures via structured RCA
  • Own the CMMS (Megamation or similar): robust PM program, accurate failure coding, spares strategy, backlog health, and weekly schedule adherence with high data quality
  • Ensure maintenance and calibration support GFSI (SQF/BRC) expectations—manage food-grade lubricants, temporary repairs, tool control, and audit-ready documentation
  • Enforce LOTO (OSHA 1910.147) and electrical safety (NFPA 70E) and Unilever requirements, manage contractor safety champion a zero-injury culture across shifts
