The Sponsor requires an Analyst with experience in Sponsor acquisition planning and execution and knowledge of contract types used by the Federal Government to support the duties of a Government Contracting Officer Technical Representative (COTR). The analyst will help assess the health of contracts in execution, develop acquisition approaches, and assist in drafting artifacts to enable successful acquisitions.
Job Responsibility:
Assist COTRs by crafting acquisition approaches and artifacts, including eliciting and capturing requirements, prioritizing them, and flowing them into documents (e.g. SOWs, SSJs, etc.)
Assist COTRs in program planning, resource allocation, and tracking top-level project execution against the plan
Assist COTRs in monitoring progress against contract milestones and deliverables
Support COTRs in reviewing technical specifications and ensuring that they are aligned with the Government’s needs
Assist COTRs in reviewing performance metrics
Assist COTRs by utilizing the sponsor’s Acquisition Lifecycle Management (ALM) Tool (as trained by COTR – prior experience with the tool not required) to process and document contract modifications and create Request Contract Awad Funds (RCAFs), to include reviewing and modifying requests
Assist COTRs by running acquisition reports in Sponsor system (COGNOS) as trained by the COTR
Assist the COTRs in maintaining accurate and complete records of contract administration and performance, including tracking contract milestones and deliverables
Requirements:
Must possess and be able to maintain a TS/SCI clearance with Polygraph
Bachelor’s degree (or equivalent experience) in a closely related field
Minimum 8 years of experience (Fewer years of experience acceptable with advanced degree - MS 6-8, PhD 3-5)
Knowledge of strategic planning and resource management processes
Knowledge of program planning and execution processes
Knowledge of business resource planning practices and cost analysis methodologies
Knowledge of quality assurance procedures to ensure data integrity and timeliness of the data
Knowledge of economic and accounting principles and practices
Knowledge of program risk assessment principles and processes
Ability to apply analytic, diagnostic, and quantitative techniques sufficient to identify, evaluate, and recommend to managers substantive solutions to resolve interrelated quantitative analytical problems and issues
Nice to have:
Master's (or equivalent experience) in a field related to the position
10 years of experience
1 year of experience in the Intelligence Community
Knowledge of IC strategic planning and resource management processes
Expertise in data management, data governance, and data strategy
Ability to work in a dynamic and challenging environment
Strong oral and written communications and excellent interpersonal skills
