The Asset Management and Capital Planning department are looking for a temporary full-time Accounting Officer 2 to join their team. Reporting to the Section Manager, Asset Management and Capital Planning, this position is responsible for sustaining, maintaining and supporting the District’s Asset Management (AM), capital planning, and capital accounting functions. This corporate position leads all field level activities in capital management at the District working directly with managers, section managers and their staff. Sustainment and maintenance work includes bridging the department silos and connecting the strategic level decision making to the deep field level knowledge base. This position is also responsible for training all other staff on capital budgeting and accounting sustaining day-to-day operations, developing technological solutions and business continuity.
Job Responsibility:
Implements and maintains the capital project budgeting and accounting processes and systems
Leads the development and annual refresh of utilities rates modelling
Supports the development, and update of Asset Management framework, including strategies, policy, plans and etc.
Educates and trains other management and operations staff in the application of asset management, capital planning and capital accounting best practices and systems
Maintains the planning systems by utilizing existing and new software tools to optimize use and improve the quality and efficiency of AM and capital planning processes
ensures the smooth operation of the Enterprise Management Reporting System modules (EAM and FA) and handles all the users’ requests and system upgrades
Performs all tasks related to capital accounting to meet annual audit and financial reporting requirements
Provides advisory services to corporate and operational departments on asset management and capital planning related subjects
Requirements:
Completion of a degree in finance, accounting, business or a similar discipline with a specialist post-degree Chartered Professional Accountant (CPA) designation preferred
Minimum of 5 to 7 years of progressive experience
Knowledge of leading practices in capital accounting and capital planning
Considerable knowledge of computerized capital accounting and capital planning systems
Ability to initiate business process improvement practices
Ability to prepare and analyse financial and non-financial data, prepare reports and policies
Ability to prioritize tasks based on corporate objectives
Ability to communicate complex concepts to others to facilitate knowledge transfer and aid learning
Ability to establish and maintain effective working relationships with all stakeholders
Superior technical skills using various software programs, including MS Office and advanced Excel skills
Demonstrated organizational, planning, communication and interpersonal skills
