Job Description:

We are looking for a 2 year fixed-term Access Executive to be based at any of our office locations: London, Birmingham, Bristol, Manchester, York, Glasgow. At ORR we have adopted hybrid working and are currently expected to work from a workplace location for a minimum of two days per week or 40%. The Office of Rail and Road (ORR) is the independent safety and economic regulator for Britain’s railways and monitor of performance on England’s strategic road network. Further detail on our future role is set out here. The team deals with all ORR’s statutory access and licensing casework and policy. This includes approving contracts to access track, stations and depots, connection contracts, and issuing licences and exemptions needed by all operators. This role will require you to develop a sound understanding of the contractual framework for regulated access contracts and for the licensing and land disposal regimes. You will develop skills to apply the relevant legislation and ORR policy. Initially you will focus on one of the following areas: track access contracts between train operators and infrastructure managers; or, issues related to contracts for access to stations and light maintenance depots, and to changes to the Network Code and Delay Attribution Principles and Rules.
