Description du poste:

The buyer will contribute to meeting internal client needs by ensuring the quality and cost-effectiveness of purchased products and services. Responsibilities include organizing tenders, negotiating with requesters and suppliers, ensuring contract compliance, and participating in internal audits.

Responsabilités:

Collaborating with requesters to define purchase needs, translating the purchase request and drafting specific contractual clauses if necessary
Organizing tenders in the regulatory framework (ordinance – EU directives)
Consulting and negotiating with the requester and advising on supplier choice
Defining and communicating the deployment terms of contracts to various stakeholders (project team, requester, hierarchy, and supply coordinator)
Ensuring contract execution with supply coordinators
Evaluating suppliers with the supply coordinator and implementing corrective actions
Contributing to periodic internal audits on compliance with procurement procedures.

Exigences:

Minimum of 3 years of experience as a buyer, ideally for public entities
Knowledge of public procurement rules applicable to public institutions (national and EU)
Proficiency in office tools and procurement management software
Strong listening and synthesis skills to define purchase needs
Negotiation skills
Integrity, rigor, persuasiveness, and autonomy
Strong writing skills (CCAP, CCTP, meeting reports, etc.).
